The Academy of the Kingdom of Morocco

The Academy of the Kingdom of Morocco was established by a Sherifian Dahir enacting Law n° 1.77.229 dated on 24 Shawal 1397 a.h.
(8 October 1977). King Hassan II, founder and patron, presided its constituent session in Fes on 5 Jomada II 1400 a.h., (21 April 1980). The Academy is a legal entity, having financial autonomy and characterized by the multiplicity of specialties and nationalities of its members.

Beside the founding Sherfian Dahir, it has its Internal Rules that deal with the status of its staff and enjoy the same power as the Dahir, the Sherifian stamp being affixed thereunto. The Academy has Internal Rules of Procedure set up by its Members to determine the organization of their work within the provisions set for in the founding Dahir.

Inauguration

The inauguration of the Academy in Fes was a symbol of the history.  Fes is the cradle of Al-Qarawiyeen University and a historical, scientific and architectural sources of pride both for Morocco and the Arab World.  It bridges the present with the past through a constant and solid continuity of spiritual ties.

That morning, flows of invitees from men of science, thought and politics gathered in the Conference Palace. The joy was shinning in the eyes and the hearts were overflowing with pride. Today, the Science and Scientific Community are honored.

20th anniversary of the Academy

King Hassan II died on 19 Rabiâ II, 1421 (23 July 1999). King Mohammed VI, then the Crown Prince, succeeded to the thrown on 26 Rabiâ II, 1421 (30 July 1999).

In the occasion of its 20th anniversary, the Academy organized a seminar under the topic: “The Thought of Hassan II, Originality and Renewal”.

His Majesty King Mohammed VI presided the seminar to confirm his role as the protector and the patron of the Academy.

H.M. the King inaugurated the seminar’s works with an important address where he mentioned the perpetuity of the Academy’s objectives.

Goal of the Academy of the Kingdom of Morocco

The objectives of the Academy of the Kingdom of Morocco

(A summary taken from the text of the Founding Dahir)
“An Academy shall be established and placed under the High Patronage of His Majesty the King. The Academy, which is a legal entity having financial autonomy, shall be governed by the provisions of our Sherifian Dahir and its applicable texts.

“The Academy is put under the administrative control of the authority designated by His Majesty the King; the designation instrument shall explain the objectives and the extent of the control”.

“The Academy’s mission shall fulfill the objectives prescribed in the preamble, mainly:
“Promote the development of research and investigation in the most important fields of intellectual activity: science of cults, philosophy, ethics, law, methods of rule, history, literature, fine art, mathematics, experimental and non-experimental sciences, education, medicine, diplomacy, science of war plans, administration, industry, urban development and applied technologies.”

“Work to establish an ongoing symbiosis between the activities within the respect of essential moral and spiritual values.”

“For this purpose, proceed to assemble the think tank elite of the Kingdom who has proven entire cognaizance and broad proficiency in these fields.”

“Establish contact with personalities from different nationalities, known for their writings they performed or for significant services they have rendered to the civilization.”

“Concert efforts to pursuit the works related to matters of public interest and beneficial for humanity, and spread these works.”

“Insure, in corporation with the competent authorities in the intended field, the good use of Arabic language in Morocco and the mastery of translation from and into Arabic and provide pertinent views in this matter.”

“Submit reports or theories on all matters within the competence of the Academy that His Majesty the King wishes to bring before it.”

“The Headquarter of the Academy shall be in the capital of Morocco and the sessions may be held in any other city of the Kingdom, where His Majesty the King, its patron, shall offer a place to be at its disposal.”

“Exceptionally and upon authorization from His Majesty the King, the Academy can hold its sessions outside the national territory of the Kingdom.”

Bodies and Committees

Office – Administrative Committee – Work Committee.

The Academy administrative bodies are composed of “the Office”, “the Administrative Committee” and “the Work Committee”.

The “Office” is composed of a “Permanent Secretary”, “Deputy Secretary” and “Director of Sessions”. The Office coordinates the activities of the Administrative Committee and the Work Committee, represents the Academy and ensures the application of its Internal Rules.

The “Permanent Secretary” acts in the name of the Academy and authorizes all the works or related operations. He represents the Academy before the State, all public or private administrations and third parties. He carries out all conservatory actions and represents the Academy before the Courts, runs the services and appoints the Staff members, except “the General Accountant”. He is the officer in charge of the Academy budget and ensures the editing of the session reports and their custody.

He may delegate some of his powers to the “Deputy Secretary”.

After appointing the Deputy Secretary, he is received by His Majesty the King in a sign of the confidence, consent and trust of His Sherifian Majesty.

Mr. Ahmed Taybi Benhima, who was named by His Majesty “President of the Constituent Committee” to choose the Resident and Associate Members, has been elected as the first Permanent Secretary at the First Constituent session on Monday 21 April, 1980. On 1 March 1981, Mr. Abdellatif Filali succeded Mr. Benhima after his death in December 1980.  Mr. Abdlatif Berbich succeeded Mr. Filali, who was commissioned for another position, in April 1982.

The Deputy Secretary assists the Permanent Secretary in his duties, particularly, in relation with the Associate Members, replaces the Permanent Secretary in case of absence and receives compensation for his duties in addition to the compensation offered for the membership in the Academy.

The “Director of Sessions” is elected for 3 months in an ordinary session of the Academy.

The “Administrative Committee” is consisted of the “Permanent Secretary” as president, the Deputy Secretary and 3 members of the Academy, elected for one year. Broadest powers are vested on this Committee to run the Academy. For this objective, it fixes the budget and the annual accounts and ratifies all works related to the management, except those regarding the Permanent Secretary.

Concerning “General Accounts”, we mention to the General Accountant Mr. Bouchaib Laribi, who assumed this post in 1980. After his departure, Mr. Abdellah Oulhaj succeeded him on 1 February 2001.

“Work Committee” is consisted of the “Permanent Secretary” as president, the “Deputy Secretary”, the “Director of Session” and 3 members for one year elected among the Members of the Academy.

The Committee undertakes all necessary measures for the proper accomplishment of Academy’s missions, coordinates the work of its members, proposes the topics of studies and research, request the Members to deliver papers to be presented in the meetings, and publishes the Academy’s works.

The “Internal Rules” of the Academy determine the management measures of the Office and the two above-mentioned Committees.

His Majesty the King appointed Mr. Ahmed Ramzi as “Director of Scientific Affairs” on 10 July 1982 to follow up the programs developed by the Work Committee pursuant to its competencies determined in the Founding Dahir, as well as the other committees’ programs, and undertakes the publication of the sessions and seminars proceedings in special books, under the supervision of the Permanent Secretary.

Mr. Abdellah El Kettani took over the position of the Rapporteur of the Academy since its inauguration until his retirement in 1999. He was succeeded by Mr. Mastapha Kabbaj, who took over the position of President of the Scientific Affairs during the absence of Mr. Ramzi, appointed as His Majesty’s Ambassador to the Kingdom of Saudi Arabia (1992-1985).  After the end of his diplomatic mission, Mr. Ahmed Ramzi resumed his position as President of the Scientific Affairs in a second appointment on 1 September 1992. Mr. Kabbaj left his position of Rapporteur on 1 September 2009 and Mr. Mastafa Zabbakh, former staff member at the ISESCO, succeeded him in the position of Head of the Secretariat General of the Union of the Universities of Islamic World.

Moroccan Plastic art has known in the recent decades a remarkable improvement that shifted it from the local level to the global one, which increased the interest of Moroccans, fans and amateurs. This Art, sculpture and plastic altogether, became an integral part of our culture. It became an active element of the societal dynamic, generator of intellectual enlightenment.

 

This finding of positive criticism imposed on the Academy of the Kingdom, as a distinguished space, to open on the Moroccan plastic art and receive samples of its ingenuities to decorate this space, to increase its glow and joy, taking into consideration the inherited Moroccan traditions, which make integration between art and knowledge as an inseparable peer. King Hassan II established the Academy of The Kingdom under his High patronage to be an international venue to study the current and sensitive issues that our modern world faces. Academy sessions are replete of scientists, intellectuals and artists. In this context, the works of arts on the walls of the Academy are to celebrate the creativity and the originality of Moroccan artists. This clearly shows the Academy’s willingness to embrace the Moroccan art along with its activities related to the dialogue of ideas and cultures.

This Collection was formed due to personal initiatives through visiting exhibitions and artist workshops. Since it is a new collection, it cannot encompass all the Moroccan artistic experiences. However, its ambition is to become one of the most known artistic collection that Morocco can be proud of. One day maybe, the Academy’s headquarter will be a permanent art gallery that welcomes the visits of plastic art lovers from Morocco and outside.

Academy members

The Academy shall accord greater importance to the election of new members and its choices should be inspired only by the respect of the spirit which the Founder of the Academy took into consideration in its creation and the objectives that he sets for, apart from any other consideration. The Academy’s superiority and reputation depend primarily on the value and the renown of its members.
